Council Member Turcotte made a MOTION to approve the minutes from the November 24, 2015 Common Council Meeting. Seconded by Council Member Kennedy. All members voted “AYE”. The motion passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2015
Council President Signoracci, and Council Members Kennedy, Turcotte, Ricard, Nolin, and Ceccucci voted “AYE”. Resolution No. 55 for 2015 passed. A copy of budget transfers are attached.

A RESOLUTION APPROVING A CHANGE ORDER FOR THE LIBRARY WINDOW RESTORATION PROJECT
Mayor Primeau, “This is because as we got into the project the contractor found that there was more extensive repair needed than we originally believed. By doing this change order, it puts the cost over the Board of Managers allowable amount; this is why it is before the Council. Change order amount is $19,845.00.
Council President Signoracci, and Council Members Kennedy, Turcotte, Ricard, Nolin, and Ceccucci voted “AYE”. Resolution No. 56 for 2015 passed.
Mayor Primeau, “Before we close the meeting tonight, there are a few things I would like to go over. This is the last time we will be getting together as a body. We have had our good times and our bad times, but through it all we got the job done. As you have seen, Cohoes has received a positive fiscal rating. Something that we are very proud of and you were all a part of it. I can’t thank Mike Durocher enough for a great job. Mark Pascale is going to hand some things out. I felt it appropriate to do this plaque for the members of Council, it reads; “With our deepest appreciation and grateful recognition of your years of dedication and commitment to the people of Cohoes, as a Member of the Cohoes City Council, as presented by the Mayors Office”. I mean this from the bottom of my heart.”
“Some of our accomplishments have been; the black bridge, which was challenge and done with the help of the IDA. Today, the groundbreaking ceremony at Admirals Walk #4, all the dignitaries’ were present; all commenting on the trail and bridge. City hall handicap accessibility, this was something that was needed for a long time. Lexington Hills, my good friend, Bill Hoblock, is doing a great job. There is 3 phases to this project and a plus for the City of Cohoes. Lionheart Development, this will be the first housing development for the working class people of the City. Our Code Taskforce, when this was first developed, the sex offender list was at 56, today it is at 38. They also deal with a lot of the crime that occurs in the City of Cohoes. Cohoes is one of the safest City’s around. Phase II of the Harmony Mills, this was a big challenge on our end to make this happen.”
“We completed the Heritage Trail, this was very complicated, but we got it done. People stop in all the time and tell me how happy they are to have these trails in the City. The Art & Music Festival at the Cohoes Falls, my assistant; Mark Pascale and myself put this together. The City now has the rights to hold events there if we want. The Safe Summer Festival at Lansing Park with Pastor Charlie Mueller and David Soars. We worked with the DA to bring these events to Cohoes. The Welcome Home Night in Canal Square. This has become a yearly event. We upgraded the police and fire staffing. Lasing Pool received a facelift and well as re-establishing the Youth Advisory Bureau. Music Hall renovations. There are now different acts to appear. The quiet zone is very close to happening.”
“Route 32 – Cohoes/Waterford Bridge replacement. We will be getting an entirely new infrastructure, which only cost the City of Cohoes $20,000.00. We strengthened the neighborhood watch last year and this year. We were just chosen for the State Brownfield program. This is huge for Cohoes. I am thrilled to be working with our future Mayor, Shawn Morse, who is in the audience. Some of the ideas he has will continue to move us forward. I see real energy. I am glad to see the new Council who are present tonight. You have a great Council coming in and a great Mayor. I think you will see some very positive things happening. One thing I would like to share with you, have trust, without that nothing can happen. You have to work together.”
“I would like to thank my assistant, Mark Pascale for all he has done. Also thank Ralph Pascale coming in to Community Development. Thanks to Andra for coming on board, it has been a big plus and great to have legal Counsel present. Thank you to the City Clerk for all the years of great work.”
Council Member Kennedy, “I would like to say that the listing you just said is impressive. It is an incredible listing of accomplishments. Thank you for the 12 years we have worked together, and I feel blessed to have worked with you.”
At 7:20 PM with no public comments being made, Council President Signoracci made a MOTION to adjourn the Meeting. Seconded by Council Member Kennedy. All members voted “AYE”. The motion passed.
