Civil Engineer

The City of Cohoes is seeking candidates to fill an opening in City’s Engineering Department as Civil Engineer. This position is professional level engineering work performed in the field or office in connection with the design, construction, and operation of civil and related engineering projects. Assignments will include both field and office work. When assigned to field work, which may involve conducting surveys for engineering projects, an employee in this class has responsible charge of all personnel assigned to the field section. When assigned to office design functions, an employee in this class assists in designing a variety of engineering projects under general supervision. Assignments are given by the City Engineer or his designee in specific terms but leeway is allowed for the exercise of independent judgement in planning details. Supervision may be exercised over professional level and subprofessional personnel. The Civil Engineer performs related work as required.

    Salary $65,000 - $75,000

    Monday-Friday - 7:30am-4:00pm - 40 hour work week

Typical Work Activities:

    Assists in the preparation of layout, design, and plans for major construction projects;

    Prepares preliminary construction and maintenance cost estimates for paving, sewer and water lines, city buildings, parking lots and related public projects;

    Reviews specifications and plans for public projects and consults with Building Department to insure conformity to building code;

    Provides engineering assistance and advice to the legal department regarding condemnation and easement proceedings;

    Oversees the plotting of changes and new information on master city maps;

    Assists in the researching and compilation of statistics and field observations relating to contemplated projects;

    Performs a wide variety of professional level and general administrative engineering duties in the field or in the office as directed.


Minimum Qualification: Either

(A)    Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Civil Engineering or related field 


Or

(B)    Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in Civil Engineering or related filed, or completion of an equivalent number of credit hours in undergraduate curriculum leading to a degree in civil engineering or related filed; and two (2) years of experience.


Special Requirements: Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering Examination (FE).

PLANNER

The City of Cohoes is seeking qualified candidates to fill a City Planner position within the Planning Department.

GENERAL STATEMENT OF DUTIES: Performs limited office and field assignments in connection with municipal, regional or community planning, does related work as required.

DISTINGUISHING FEATURES OF THE CLASS: This is the entrance grade position for college graduates who have specialized in their studies as described further in this specification.  In addition, appointments to this title may be made of Trainees who have completed their one-year training period.   The work delegated to employees in this class consists of basic professional assignments in keeping with the job level as well as the limited experience required of incumbents.  Within this job concept, however, assignments may increase in complexity and responsibility as employees increase in professional competence.  Supervision may be exercised over non-professional help or other planning personnel.

Salary: $75,000-$85,000 depending on experience

Work Hours: Monday-Friday, 8:00 am - 4:00 pm (40 hours per week)

EXAMPLES OF WORK:    (Illustrative only)

Delegates development project work to Projects Managers and monitors progress;

Participates in studies involving research, investigation and analysis of sociological, economic and environmental factors related to municipal, regional or community planning;

Assists in collection, tabulation and analysis of data on census statistics for use in population reports;

Assists in studies relating to parking, traffic and other facilities in a municipality or for subdivisions of government within a given region;

Helps to prepare charts, drafts and other illustrative materials;

Prepares line drawings, charts, designs and layouts to scale;

Obtains and collates statistical data relative to capital improvement programs covering such subjects as tax base, elements of municipal indebtedness and sources of revenue;

Performs miscellaneous office work and maintains records of planning unit activities.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of the purposes, principles, terminology and practices employed in municipal, community and regional planning; working knowledge of the sociological, economic, environmental, engineering, designs and research factors in problems involved in community planning; working knowledge of the principles and practices of drafting, mapping and graphic visual methods as applied to community planning; basic knowledge of current accepted methods for data collection analysis and interpretation of statistical data; working knowledge of basic research methods and techniques; ability to understand complex oral and written directions; ability to get along well with others; ability to communicate and deal effectively with others; initiative and resourcefulness; tact; good judgement.

ACCEPTABLE EXPERIENCE AND TRAINING:

Graduation from a recognized college or university with a bachelor’s degree in Planning, Architecture, Landscape Architecture, or Engineering;  OR

Satisfactory completion of a recognized bachelor’s degree program in Sociology, Economics, Urban Geography, Government, Public Administration, Statistics or other similarly related field;  AND

One year of experience in municipal, community or regional planning or related work;  OR Completion of a program leading to a master’s degree in Planning.

A Master’s Degree in Sociology, Economics, Urban Geography, Government, Public Administration, Statistics or other similarly related field may be substituted for the Bachelor’s Degree and one year experience requirement.

Public Works Coordinator (Chief Water Treatment Plant Operator)

The City of Cohoes is seeking candidates to fill an opening at the Cohoes Water Treatment Plant as Public Works Coordinator (Chief Water Treatment Plant Operator).  Must possess 1A License and have ten years of operating experience. Possession of a Bachelor's degree and/or Associates degree may be substituted for a portion of the experience requirement.

    One year of experience as a skilled automotive repairman

    Valid New York state driver’s licenses

Required Knowledge, Skills and Abilities:

    Thorough knowledge of standard automotive repair methods and of the terminology and tools of the trade; demonstrated ability to make difficult repairs to heavy automotive and other mechanical equipment; familiarity with welding techniques; ability to work from plans and specifications and to follow rough draft sketches and oral instructions; good motor and hand and eye coordination; manual dexterity; good physical condition.
